Not able to open the Marketing rules post upgrade

Pega marketing migration is been performed recently post pega version migration .
Pega Source version : 7.1.9 , Pega Target version : 7.3.1
Pega marketing source version : 07.13 Page Marketing Version : 7.13
we followed all the migration steps mentioned in Pega marketing steps and we found pega marketing rules like DB template and segments are not opening both in designer studio and pega marketing portal.
please note that script execution for pega migration was successful.
Also, in Decisioning topology its appearing as Agent unavailable, and no error appear in logs,
path ->Designer Studio > Decisioning > Infrastructure > Simulation Settings >Topology

we found merely similar issue in the post https://pdn.pega.com/support-articles/batch-decisioning-agent-not-running-any-nodes-error.
But even after copying NBAM-artifacts agent into customized artifact ruleset, marketing rules are not opening.

You had a Pega 7.1.9 instance with Marketing installed, then you upgraded the instance to 7.3.1, is that correct?

Is the version of Marketing still 7.13 after the upgrade or have you imported a newer version?

What kind of upgrade was done? (In place, out of place using one or two databases?)

Can you provide high level steps that were performed for the upgrade? (1. Ran migrate.sh, 2. Ran Upgrade.sh, etc.)

Ans : yes, that's correct Is the version of Marketing still 7.13 after the upgrade or have you imported a newer version? Ans : Pega Marketing is been updated to new version pega7.31 What kind of upgrade was done? (In place, out of place using one or two databases?) Ans : This was pega out of place upgrade with one database. Can you provide high level steps that were performed for the upgrade? (1. Ran migrate.sh, 2. Ran Upgrade.sh, etc For Pega paltform, 1.Ran the migrate.bat from older version to new rules schema 2.Upgrade the migrated new schema using upgrade.bat file 3. Ran the data only upgrade 4.Post upgrade steps which includes WAS changes. For Pega marketing, 1.pre-requisite - install pega marketing hot fixes. 2.import pega marketing application bundles 3.pega marketing setup utility 4.Ran the activity upgrade pega activity with both 7.21 & 7.22 to 7.31 checkbox enabled 5. Post upgrade steps - added nodes in topology. Kindly advise if anything is missed.

In our application we also had the  similar problem when upgrading from PM 7.13 and pegasystem 7.1.7 to PM 7.22 and pegasystem 7.3.

Later on we learned from Pega Global support team that Pega Marketing upgrade guide was not prefect and the process should in this following order.

Pega Marketing 7.13 to ega Marketing 7.21 along with update Pega base from 7.1.7 to 7.2.1 

Following on

Pega Marketing 7.21 to Pega Marketing 7.22 along with Pega base 7.2.1 to 7.3

Thus direct upgrade is not possible, Cascading upgrade is required.
