How to display case wide local actions as popup
We have a case wide local action which is visible on assignments. This local action is used to change a date in the case. As this has very minimum functionality end users expects it should open in a modal dialog or popup. By default Pega opens it by replacing the current assignment display.
Any alternative solutions to display local action as a modal dialog?

How have you configured the local action to be a case-wide action?
When adding a local action, the "Target" = "Replace Current" by default. This causes the behaviour you are experiencing.
Simply change the local action configuration to use "Target" = "Modal Dialog" (see attached image). This will open the local action without replacing the current assignment.
If you are using a Navigation rule, you can add this configuration there.

Hello,
For all the case wide actions, there should be a navigation rule. Open the navigation rule, select your desired item.
Go to action on the selected item, then
Change the local action target from replace current to either Overlay or Modal Dialog.
I think this should solve your purpose
