Hi All,

Try with below DSS. Restart the server as well.

Owning Ruleset : Pega-IntSvcs

Setting Purpose : Email/DisableSecuritySTARTTLS

Value : true

If this doesn't resolve your issue, enable below logger and check pega rules logs to find the details about failure.
