Pega Chat conversation flow execution is not as expected

The conversation flow in the Pega Chat (Digital Messaging) is not getting executed in the defined order. We are using a utility shape to call the Activity with WAIT method. This wait is happening before the message is getting displayed. The expectation is that this WAIT should happen after message is displayed.
