User wants to navigate to and fro through the steps of a stage
Consider there are 3 steps (with an assignment in each step) in a stage. Now the user wants to navigate through the steps for example if he has submitted step 1 and moves on to step 2 now the users wants to move back to step 1 with the help of a back button on UI or through a breadcrumb link like how it happens in a screen flow. (UI should be similar to how a screen flow will look like)

You can add a back button on your screen and follow the above suggested "ticket" approach to navigate to and fro through the steps.

I think using Screen Flow will exactly fulfill your requirement.
