Framework Layer should show the broad picture of the organization. So we create rules only if they are generic and can be reused in all the applications in that organization.

All the rules that are specific to a division should be created in the specific implementation layer.

So answer to your question in a single line is that all the stages,steps,flows,data modelling and other rules are always specific to a division so you should start building the rules in implementation layer unless those rules are generic and are reusable in all applications.
