It is suggested to always use the search landing page to enable Data indexing and also to re-index. You can get to the search landing page from Designer Studio -> System -> Settings -> Search.
Note that in Pega 7.1.7, the underlying full text search library has been changed. You might want to refer to this PDN post - https://community.pega.com/knowledgebase/release-note/action-required-admins-improved-search

Also make sure that the SystemWorkIndexer agent is running. else the WORK_INDEXER_QUEUE table will be dumped with the entries.

Please note that SystemWorkIndexer is no longer used in a fresh install of Pega 7.1.7 or above. This agent (and its associated queue) is only used in upgrade scenarios for customers upgrading from versions prior to 7.1.7 to version 7.1.7 or beyond. This agent (and queue) maintains the old Lucene based full text search indices and with the migration to Elastic Search in 7.1.7, we use the FTSIncrementalIndexer agent to maintain the Elastic Search indices.
