Unable to launch local action in review harness

I would like to launch an action in review mode from other actions but I am getting the below error.Kindly suggest some way on this.

"Local actions are available only when you are performing the assignment"

I have configured the action in "pyWorkActionsReview" navigation rule.

Let us know the version you are using(I tried in 7.2.1) and if possible try to attach screenshots of the tracer file to understand at which step you are seeing this issue.
