Unable to launch local action as Modal Dialogue

System is not launching the local action as a modal dialogue. Instead it is replacing the current section from which it is being triggered. The local action is being triggered on click of a LINK.

There is no when rule either.

I have tried below solution as well as changing it to overlay but it didn't work. There is no other action on that link either.
