Skin rule doesn't apply to work item opened from work id link in notification email (7.1.9)

I found that work item opened from work id link in notification email doesn't show properly because the skin rule is not applied.

Is there anyway to apply skin rule in this case?

The OOTB "WorkLink" is used to generate work id link in the email in my case.

{include rule-corr-fragment=WorkLink}
