Restrict operator of particular access group to update the Operator Skills and Workbaskets

I have a requirement where I need to create an access group which will have default portal as Developer.

User associated with this accessgroup Can open an Operator form and can update the Operator details apart from skills and Workbasket.

I see there is updateskill privilege given in Data-Admin-Operator-ID.But its seems not to be working.

This is a bit urgent .please help.
