Operator to Work group and WorkBasket Mapping

Hi,

Can a operator has access to multiple work group and workbasket. As per my understanding, i operator id is pointed to a work group. Now, If multiple workbasket has same work group, then the operator can access all the work baskets. But I can also see, all the workbasket has different work group but still the operator can access all the WBs. How this is possible?
