Version 7.1.9

After migrating changes from Dev to QA and UAT some rules changes are not being picked up.   I regularly have to restart each system before my new changes are used.    I'm doing a standard rules migration.  I'm not importing anything special like jars or code.

I've seen this happen with large and small RAPs and the issue is sporadic.    The PRPC, Alert and Hazel cast logs are silent.  There are no errors.   Timestamps between each node are the same so there are no synchronizations issues.

Upgrading to 7.2 is not an option right now.   

1. Has anyone else seen this problem?

2. What can I do to work around this issue?   Using SMA to try clearing a cache for each rule may not help or be practical.

     Are there any tools to trigger invalidation and assembly on a larger scale so I can avoid a restart?

3. Are there any hotfixes for this issue?
