High startup time after migration to Pega 7.1.9

Hi

I am seeing unusually high start up time after my application has been migrated to Pega 7.1.9.As per the logs,global declarative cache pre-load is taking about 9 minutes and Initializing Search Infrastructure step is taking about same time hence increasing the startup time.Pega is running on JBoss EAP 6.4 and has MS-SQL 2012 as database.

Any suggestions on troubleshooting?
