Overall SLA not processing workobjects

Our application is on Pega7.1.6. CommitwithErrorHandling OOTB rule intermittently saving overall SLA records without work object ID in PXASSIGNMENTHANDLE. Due to this Overall SLA is not working for those particular cases. Could you please suggest fix for this issue.
