How to unlock SMS channel in Pega Infinity 8.1.

I want to use SMS as conversation channel, it is locked in Pega Infinity 8.1.0 , how can I unlock it ?

In 8.1 I don't see any option which you shared with me in the screenshot, attached is the screen which I saw when I accessed pxExpress portal.
