I installed PEGA PERSONAL EDITION ON WINDOWS BUT I AM GETTING THE ERROR UNABLE TO CONNECT TO DATABASE.PLEASE DO HELP ME

I think, PostgreSQL database is not up and running state or the postgreSQL default port 5432 might assigned to some other process and PostgreSQL not able to start.  Hence pega not able to connect to database while startup. 

you can cross check whether database is running or not using pgsql\pgAdmin 4\bin\pgAdmin4.exe

The TCP/IP connection to the host <db_servername>,  port 1433 has failed after upgrading to Pega 07-10-20
