connection to localhost:5432 refused. check the hostname and port are correct

Hi Team,

I have installed the PRPC 7.3.1 personal edition in my windows laptop. It Got installed and ran successfully for the first time during installation. Once I tried to login designer studio, it shows the error on browser as mentioned below.

HTTP Status 404 – Not Found

Message /prweb/PRServlet
Description The origin server did not find a current representation for the target resource or is not willing to disclose that one exists.

When I checked the logs of Tomcat server, it shows inside as - connection refused to the localhost:5432. Check the hostname and port are correct and postmaster is accepting the TCP/IP connections.
