BUILD FAILED C:\Users\dablu\Desktop\117149_PE_8.7\pegaGuiInstallerTemp\build.xml:164: Unable to connect to database within 15 seconds.

@Dablu Sharma  I found the solution for this and able to install Pega Personal Edition successfully.

Solution : install the latest version of pgadmin then proceed to install. 

https://www.pgadmin.org/download/pgadmin-4-windows/
