 We have encountered this issue when there is a specific combination of applications and DSS configured. Can you provide us with more information such as, is the DM orchestrator, where he pipeles are configured on a separate environment or are there other applications there as well. If there are other Pega applications there, can you tell us which ones are installed?  Additionally can you check and let us know if the following Dynamic System Setting with a name (purpose) of datapage/newgenpages is enabled on the system?

Unfortunately that DSS is required for some strategic applications to function properly, so I would not recomend updating it to true on your dev system. The deployment manager on the other hand doesn't function properly with it. We are working on a Deployment Manager solution that we can push out to our customers soon. I will update you when that is made available - which you can expect to be within the next two weeks.

We usually recomend that customers use a seperate system for hosting DM other than their dev environment. That is one option for working around this problem in the mean time.
