Disable Transfer Assignment

I have a user in my application who is in an access group with multiple roles. This user also has access to multiple workbaskets.

I have noticed that the user is able, from the dashboard, to transfer a case, by dragging and dropping, to a different workbasket they also have access to.

If they user tries to transfer to a workbasket they do not have access to a error displays, Unable to transfer assignment.

How do I disable the user form transferring the assignments all together?

Contrast to this, my application doesn't allow me to transfer workitem using drag-drop option, in My Dashboard. Can anyone tell me how do I get this rectified? It throws an error "Unable to transfer assignment @hasMessages(TransferWorkPage) null"
