What is the significance of Level A, Level B and Level C in 'Landing Page' Action?

Hi All,

I am having trouble interpreting what is the significance of Level A, Level B and Level C in 'Landing Page' Action.

I am not able to exactly figure out with the explanation provided in the help.

Can anyone elaborate on this? Thanks in advance.
