We are planning to Migrate our DB from Oracle 12c to PostgreSQL on Pega 7.4

We are planning to Migrate our DB from Oracle 12c to  latest PostgreSQL on Pega 7.4  and looking for suggestions what is the best way to do it by considering Live environment upgrade(Data in Blob format ,enable search functionality ,Running Reports,etc in old DB Oracle during migration process).Also suggest the cutover methodology for the same.

Also suggest what is the best possible approach to migrate data from Oracle to Postgrey SQL . Running scripts or any other approach we can do better. Please suggest any reference document or steps to follow for the migration process.
