Pega Migration and Modernization for customer service for FS from 7.4

Need to understand best path forward for Migration and modernization project for client.
Current client application are on Pega 7.4 with Pega Customer Service for FS, Smart Dispute , Pega KM. clients want to be on the latest platform of pega Pega 23 on cloud.
- Is it possible to migrate to Pega 23 from 7.4 with all the frameworks client is using
- If the direct move from pega 7.4 to Pega 23 is not possible what is the latest version we can update to from 7.4
- Would it be better choice to migrate to cloud on same version 7.4 and stabilize the platform and then upgrade to Pega 23.
If Pega team has supported similar migration can you provide detailed steps involved in the process that would help us migrate client from on prem to Pega cloud.
