We are planning to upgrade our application from Pega v6.2 SP2 to Pega 7.3.1. However, our current Pega DB is IBM DB2 LUW and we have a proposal to migrate Pega DB to Oracle 12C along with the upgrade. Is this feasible?

Others may disagree, but I'm not sure whether it would be advisable to perform the change of DB flavour at the same time as the upgrade. If you run into problems, it may be difficult to determine which of these factors caused or led to the problem. Although this decision may also depend on your timelines.
Please note, I don't have any direct experience of migrating from DB2 to Oracle. But off the top of my head, as a pre-upgrade check I'd suggest you: -
1. Check DB2 table/column limits to ensure they are 30 chars or less (this is the Oracle limit)
2. Have you defined any custom Connect-SQL rules that need to be reworked for Oracle
3. Have you defined any Function Aliases that would need to be reworked for Oracle
