User to assign task to another user.

Requirement:

User1 opens a new case ID and will be prompted a form to enter the names/operator ID of the members of the project team. The names that were input by user1 will be assigned/routed to do the specific task(collect nformation) or a child case.

Is this possible?

yes, but my question is that, is it possible for the user1 to assign a task to someone. *note that user1 is not a developer. 

Can the field value that user1 inputs in stage1, be the one to do the task in stage 2? (basically field value is the one routed to do the task) 

*field value = name/operatorID

How? Kindly send reference.
