Unable to provision cloud instance

I am unable to provision the cloud instance while studying the CPDC 7.4 course.

Steps

1. Go to lesson-14 "Practicing what you Learned" under the course CPDC 7.4

2. Click on "Request clound instance".

Nothing happens after 2 minutes. The page simply refreshes.
