Maybe your 8080 port is occupied try from command port how many ports are in use using netstat -ano which will give you already used the port.
Also, there are three ports in default tomcat installations: 8005, 8009 and 8080. Try using them.

This seems to be a generic server issue instead Pega product issue. You could try using alternative ports as suggested by my colleague in the previous comment.
