Send SMS to User with reference to PDF Link download. Access Denied using DWA

Hi Team,

We have a requirement to Send SMS to user with Link reference to PDF download. PDF contains images attached in the case Life cycle. Attachemnts are stored in DMS.  

Tried poc using dwa so that user will have Pega authentication and able to access the assignment. Provided Link on assignment and actions has Script to download the pdf. Facing Access Denied in multiple approaches.

Is there any better way to achieve this req ? Any suggestions are much appreciated.
