We have a requirement where we send out an email with link reference to a PDF (attachment) in the repository. We do not want to send the PDF as an email attachment. Instead, we want user to click on the link to download the PDF file. (i.e. A111.pdf is attached to the case A-111 and it's being stored in the repository)

You can try using external repository storage like Azure to store your files. Then you can configure that in your application setting --> Integration & security --> Content management, Configure your external repository there.
In the external repository configuration you should provide Public read access for the blob stored. This configuration will differ depending on the providers, so please get configured as mentioned in their official documentation.

Now once you add any attachment on the case level it will be available in the external repo, and you can get the file path from your clipboard. You might need to append like "<StorageProviderHostURL> + <LocationFromClipboard>" , Use this link in your email correspondence.
