Selecting a context for new rules

I have just spun up Pega 7.4 platform on a server. When trying to create new rules in PRPC, I am unable to associate a context. PegaRULES is an option, but it is not selectable. Without selecting a context, I am unable to create the rule.

Did you first create a new application for this? I think you are trying to create rules on Pegarules app.

You first need to create a new application and then login with those credentials and then try creating rules. please let me know in case m understanding is incorrect.
