How many rulesets per application will be there?

How many rulesets depends on the architecture of your application. If you are using Stategic Applications or Frameworks. How the LSA decided to define the application structure and/or secure the Rulesets. You will always have at least one Rule Set, but in most cases there will be more than one RuleSet.
