When you create flows the case designer adds a step named "Default Step" (up to pega 7.1.7) and that step itself belongs to a locked rule set. What you need to do is to give the step another name, or replace it with anew step, before you go in and configure it. The new step will then be created in your own unlocked rule set

You are correct, I am aware of Default Step and locked RuleSet.

I was working in my own RuleSet version which was definitely not locked.

It turned out that Branched RuleSet was causing the problem for whatever reason.

As soon as I removed it I was ok but I am yet to figure out what was wrong with it as it was not locked for sure. I am thinking that Locked RuleSet message was misleading and caused by something else.

All is well now, I don't think I will spend any more time trying to figure out what happened with that Branched Ruleset.

I got the same error when trying to do a Save As on a section. The SSA lesson instructs me to Save As to a different ruleset version number but the Save As dialog doesn't allow this (no longer allows it?). The only way I was able to proceed was to do a private check-out and specify a higher version number on check-in. (Discovered by trial and error.)

It is a bit buggy but it does the job pretty well. Glad that you found a solution :-)
