Refactoring tools

Context :

Pega academy course : LSA pega version 8.3

Lesson : Under leveraging app studio -Asset Reuse and Relevant Records in App Studio 

In this lesson, there is a mention of refactoring tools. the specific literature "Existing assets can be refactored into reusable assets using the refactoring tools"

I am not sure what refactoring tools the course is talking about.

Any idea?

The refactoring tools are found in DevStudio in the Navigation menu. Configure>System>refactor.

Here is an one example using the refactoring tools from the Explorer menu:

The literature is a bit confusing. I have been using refactoring tools to move rules and delete them but haven't used them to make reusable assets.
