Problem with Pega Platform PE installation - can't connect to PostgreSQL

Hi,

I'm trying to install Personal Edition of Pega Platform (8.7) on my machine (VM, Windows Server 2016) and I'm getting following error during the installation:

Mar 27, 2023 11:35:20 AM org.postgresql.Driver connect SEVERE: Connection error:  org.postgresql.util.PSQLException: Connection to localhost:5432 refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.

Then the installation fails. What could be the cause of this? Is there any additional configuration on the machine required to make this work? It is a pretty freshly deployed VM.
