Pop-up screen scroll bar issue in IE

Hi All,

i am using 7.3 .after open the pop-up window and i was set into the full screen. i am expanding the one collapsed then it is not fit into the screen in IE. it is expanding the scrollbar attached screenshot in yellow color. i have applied legacy for each layout also but not working. Could please help any one.
