PegaMKT-Data-GenericOffer instances

When will a new instance of the class PegaMKT-Data-GenericOffer be created? I can see that if a certain inbound response doesn't have a pyCategory value, then this class is hardcoded as there is no relative BatchOutPR table to draw data from. But i fail to understand when the very first instance is created in this class. i.e., When will a new record be created in the associated table?

I can see that there is an entry when the offer flow has a wait shape. Is there any other scenario where a new instance is created in the table associated with the above mentioned class?
