Another approach is using a Visibility When condition by creating a wrapper section and controlling visibility based on a privilege or parameter not assigned to business users. For the "Refer to" list, you can identify its source using Live UI and checking the data page or property reference. If it points to a Data Page, modify the data transform to filter or remove results. If it's a Field Value, clear the entries or replace them with a blank list. Another approach is you can create a custom section that replicates the layout of CSEditDialog and provides better control over field visibility without modifying the Final rule.
