However, the Final Action Limits And Bundling strategy applies limits on the number of actions emitted for each action context and for each contact, as defined in the Final Action Limits DDR. This means that if you have multiple email treatments for the same action, the strategy will apply the limits and choose the best one based on the defined grouping elements and qualifiers.

If you want to ensure that multiple email treatments are returned for the same action, you can modify the Final Action Limits DDR to include all the email treatments as separate groupings. This will ensure that the strategy does not filter out any of the email treatments and returns all of them for the same action.

Please note that this may result in a higher number of actions being sent to the customer, which may not always be desirable. It is important to carefully consider the impact of returning multiple email treatments for the same action before implementing this approach.
