Yes, it is possible to create a new issue and group from the Revision Management. 
Now that Revision Management is moved to Pega Marketing Portal, there is a Proposition Management Landing page in the Marketing which helps to create new issue and group in the Revision Management context. Also, inside the CR there is a provision to create Proposition Group as well.

Pega 7 Platform includes a sample application (DMSample) that illustrates typical use cases of Decision Management functionality without Adaptive Decision Manager. You have two ways to access this application: Add the DMSample:Administrators access group to your operator record. Log in as [email protected] and switch to DMSample.

From Revision Management , Designer Studio>Decisioning>Infrastructure>Revision Management you will be able to edit already available propositions in the decision data rule.

When you launch Predictive Analytics Director 7, In manage resources you will be able to create new issue and group.

In Marketing Application, when you launch Pega Marketing portal Navigate in configuration to open proposition Management. There you can create New business and Groups.

@Priyabharathi, Thanks for detailed info. I also saw the portal and Proposition Management Landing Page. 

But Whenever I create new Issue/Group it will be created outside the Revision. 
For Example. If I want to add Properties Or Proposition to that newly created Issue/Group that is not possible. Because new Issue/Group is not included in the Revision. 
How to include that in Revision from RM?

Hi,

If Group is created outside of revision, Group can be added to a CR from Revision Management->Rules landing page for further changes. Alternately group can be directly created in a CR and then add required properties and propositions.

Hi,

If you have any open Change request under a revision, then the group can be created from "New" menu of change request itself. In this case you can make any further changes from change request. Upon completion of change request and Revision these changed will be packaged.

Create the CR, then when the strategy designer opens the CR to work on it, there will a create button, click that, then decision > proposition group.
