Can any user with Revision Manager role submit a revision?

Can any user/operator with the Revision Manager Role submit a revision or is the user who created a revision the only person that can submit it?

Hi Ahmed,

I will take this requirement for the backlog.  Can I confirm your customer expects any user with the RM role to be able to approve and submit a revision?
