Hi @SandyP16637557: Fine. Can you try adding a section in the paragraph rule and to have the link in the section rule? This is the OOTB way of achieving this and following OOTB ways is recommended. Instead of Data page, you can also use declare expression to compute the URL based on condition. 

Other possible ways as follows. (Note that other options are not using PEGA OOTB)

If you need the link to be dynamic in the paragraph rule (using the insert link option of RTE), it should be possible using <pega:reference > tags for URL. But please note that you need to refresh the section containing the paragraph rule every time when the properties which derives the URL changes and need to set the URL value to a common property (lets say LinkToOpen). Then you use the property LinkToOpen in your  <pega:reference > tags. This is because anchor tag href needs a value when DOM renders.

Please also check if you can have java script functions which can determine the URL and use onclick event of <a> tag.
