Apart from Rule History, Is there any OOTB option to know whether the user making to changes on the delegated rule.

You can turn on Checkout for the ruleset and enable Check-in approval for changes in order to monitor and control delegated rule changes.

You can also change Check in approval flow to auto-approve and notify someone/a group when changes are made, if the desire is to allow it but be told.
