How to Change the text for counter in the text area

As Pega OOTB, Counter text for text area is "Remaining:<car remaining>".

I want to change it as " <Min> of <max> characters"

Does any one have solution or idea to implement this.

We need to achieve like below

But for this we need to pass to parameters. Do you have any idea, where exactly we will invoke this to pass parameters.

Checked in skin rule, there only text format of counter text is present.
