Cases in WorkQueues within a WorkGroup is not same for different Operators

Hi,

Greetings. Hope you are doing well! I am on Pega 8.7.0. I have a Work Group defined which has 2 Work Queues, This work group is mapped to two operators, myself (admin of the application) and another User (Users AG). When i launch the User Portal i can see around 51 cases in a WorkQueue but when the User logins and views the same WorkQueue, he can see none. I am using Theme-Cosmos, Any ideas on what is missing? I ran the Data page that sources the cases manually and i can see the records and this is same for both the operators.

There is a difference of Application, my operator is using a Unit Testing application where as the User is mapped to a production application.
