Can we customize dashboard template for widgets?

Requirement is to create/customize the new dashboard template for the widgets.

So Is it possible to customize dashboard template for widgets?

I think we have to tweak the skin rules or CSS. I believe we can't create the dashboard template widgets in UI Kit or Theme Cosmos. However, in Constellation you can create a DX component.
