Is this DashBoard customization to add widget and template is new in Pega 7.1.8?

Is this DashBoard customization to add widget and template is new in Pega 7.1.8? I am not able to find the rules in 7.1.7. And in section I am not able to see the setting tab as well where as per course we have to set the section type(Standard/Widget/Template).

 

I am referring to Building Dashboard Widgets .
