can we create new remote case types in 8.6.4 after Updating from Pega 7.4 to 8.6.4 (Theme-comos).

Please hep with below query:

can we create new remote case types in 8.6.4 after Updating from Pega 7.4 to 8.6.4 (Theme-comos). 

FCM is deprecated in 8.6.4 and Remote cases are supported only for Cosmos React.

Does this mean with 8.6.4 application using Theme-Cosmos, remote cases cannot be created or is there any alternate approach?
