On which class will you be running the flow? You need a work class and for that you need a case type. So technically it cant be implemented.

If you want run only a flow through the service activity it can be done. It all depends on page context your service activity is running. Suppose your service activity is running in the context of data class and in that a flow rule exists which can be called using flow-new activity method. In this case management is not required.
