Auto Word Merge without launching word / without using active X on client side

I am looking for a way to get the dynamic word document with actual clipboard data without using active X i.e. not via OOB flow action CreateMergedWordDoc.

I got some article which says it can be done but didnt find the exact way do it. I am okay if this can be done via some Java code.
